THE PEACEKEEPER EMPIRE : Roy Scheider's descent down the slippery slope continues with this preposterous nuclear thriller, in which he's ordered by dying Gulf War veteran Michael Sarrazin to commit suicide on national TV to prevent Washington its Armageddon. And there the action stalls because the only man who can save the day, Dolph Lundgren, is locked in a missile silo with Montel Williams. Their sudden escape and the 11th hour heroics are unforgiveably phoney, but typical of this undistinguished effort. ** DP.
